You can generate Ubuntu 18.04 packages following instructions here:
https://github.com/hughsie/fwupd/tree/master/contrib

If it persists, can you please:
1) Modify the fwupd.service systemd unit to add "-v" to ExecStart
2) Power off your machine and power it back on. See if the behavior continues to happen.
3) If it does happen please share the journal output generated by fwupd.service (the verbose in it will help to see if this timing is still off).
