The problems seems to be apparmor, which is restricting permissions.

Problem can be solved by changing the file /etc/apparmor.d/usr.sbin.fwknopd and add the following lines:

  /run/xtables.lock rwk,
  network inet dgram,
  network inet6 dgram,
