I think it's Incomplete because while very desirable the MIR still lacks a driver/owner and a plan of action. When I first opened it I thought I could easily MIR the two packages mentioned in the bug description, but then it became clear that the MIR has a wider scope.

(I set it *back* to Incomplete because the janitor expired it.)
