Apparently no one else starts fritzing from the command line. This problem of not finding parts remains an issue if you run /usr/bin/fritzing from a directory other than /usr/share/fritzing/parts/. (I created a simple wrapper to change the directory before starting fritzing.) I'm using 0.9.3b+dfsg-4.1ubuntu1.
