There's a huge amount of people (I'm an active user of #ubuntu-br on freenode) who install ubuntu, like it, but for some reason reinstall windows on another partition. When they do this, grub is wiped from the harddisk. I remember an old version of mandrake having a "recover boot loader" option on the grub menu, or maybe when the livecd boot it could detect whether ubuntu is installed without grub or not and as the user if he/she wants to recover it.
