Can you please confirm that you installed the fpc package from lazarus upstream? Did you install from here: https://sourceforge.net/projects/lazarus/files/Lazarus%20Linux%20amd64%20DEB/Lazarus%201.6/

If not, where did you get your fpc deb file from?
