zordsdavini: thank you for finding this. There appear to be precombined codepoints for Ǡǡ Ȱȱ, but for Ė̄ė̄ these are coded as U+0117; U+0304 (e with dot above; combining macron), which appears to be missing at the moment so a substituted version is getting used which is then not stacking correctly with the existing diacritical already on top of the Ėė in standard Lithuanian.

Although as a point of note, the only claimed Panagram I found in the wild is actually mis-encoded with a horizontal combining bar (U+0305): "Cha, mona bluogė̅jė vākalē bazaunīdamė sogalvuojė tik kūlīnūs grōžto falšīvē pamačītė ciuocē."
