Or do you mean that you would like to see two entries, like:

  <family>Urdu Nastaliq Unicode</family> <!-- arabic (ur) -->
  <family>Nafees Regular</family> <!-- arabic (ur) -->

thus making "Nafees Regular" a fallback alternative?
