again, discussion forum, me, getting sucked into it. let's stop now. I'm just trying to explain the values in play here and why certain things happen that may appear odd. it's not my decision to take, I'm just trying to keep order in the bug report.

I still haven't seen anyone report this to glibc upstream, btw. that still seems like an obvious next step to me. but what needs to happen next on this report is a Fedora glibc maintainer to explain what's going to happen and change the bug status appropriately.
