According to: Michael Young, Comment 16:
The sound is good with F13 glibc (2.12.1-4) on F14. I
have been hunting through glibc versions. The sound was good with
glibc-2.12.90-3 but first started sounding corrupted with glibc-2.12.90-4.

So when it was changed and the problems started we know.
Even if Fedora doesn't want to do it, would it be possible for somebody who knows how to do it take the newest version of glibc, fix it, and post it somewhere that's not on a Fedora server? Or, maybe some group of people should branch it and put it on rpmfusion or something...
As an aside, this was an interesting read:

It would be interesting to know why it was last commented as "fixed".It would probably be more appropriately marked as "won't fix" lol...and there has been no further comment for almost 3 months.
