I posted a comment in #367173, but since my machine is 32-bit, the comment probably belongs here:

I had the same problem on a fresh install (but with a copy of my home directory from the previous install), using the adobe flash plugin from apt (flashplugin-installer). All other sound applications were working, but not flash.

I noticed that pulseaudio did not start, but complaining about the pulse user not being in the pulse-rt group, so I just fixed that in /etc/group and now it works. You can also do that by running

sudo usermod -aG pulse-rt pulse

In the process I also deleted my old .pulse directory and .pulse-cookie. Don't know if that is necessary.
