I'm not sure where this idea that a plugin is an application in its own right comes from, but a plugin by definition is subordinate to the application in which it runs. Why would anybody think a subordinate application should be able to override the behavior of the parent application? If you need an application that uses shortcut keys, a browser plugin probably isn't the proper place. Flash, in particular, is not only inaccessible, but it's a pain to use for non-handicapped people too. The widgets behave in entirely different ways than the native OS which is endlessly frustrating.
