As behavior (specifications?), I would propose:

* When any shortcut key is pressed, it is first passed to the plugin
* If the plugin handles the shortcut key, FF doesn't know that the key has been pressed
* Otherwise, the FF action for this shortcut key gets called

Is anyone OK or not OK with this?
