Right, OK, but take Ctrl + F for example. How useful is it to let Firefox have Ctrl + F for full-screen Acrobat documents? Not at all; Firefox isn't going to find anything. So we should pass it on to Acrobat.
But if we make this a blanket decision, then we lose out elsewhere---for example, if someone's on a page with some kind of embedded Flash box, and they expect to be able to search the text _outside_ of the Flash box even while their focus (in the programmatic sense) is in the Flash box.
