Why keyword "access"?

"Bugs and enhancement requests related to making Mozilla accessible to users
with disabilities and special needs."

Doesn't seem to fit in this bug. It says disabilities *and* special needs. Not
"or", like in "disabilities or special needs, ie keyb shortcuts".

If I'm wrong, then maybe the description in
http://bugzilla.mozilla.org/describekeywords.cgi isn't well written.

I purpose removing keyword "access".
