It seems to me that F11 should always work, like Alt-F4 and Alt-Tab. If you are running a full screen SWF and go to full screen with View | Full Screen (F11 is ignored), the task bar becomes inaccessible, F11 doesn't work, and you can't exit in Windows without either:

- Alt-F4
- Windows key -> Right-clicking the application in the task bar -> Close

That makes for a pretty crappy user experience.
