this was fixed in ac100-tarball-installer in raring making sure the abootimg package is set to manually installed.
we dont re-spin arm images generally after a release, so fixing it in 12.10 in the installer routine like we did in raring is not possible.

i dont really see how we could fix it from flash-kernel, calling apt-get install abootimg from a postinst would be policy violation and flash-kernel cant really have a dependency on each and every bootloader related tool either (we avoid it for all the others as well) so i fear the only solution is the manual workaround Edward pointed to above.
