For what it's worth, the bigger problem comes down to the way we handle middle dot releases, i.e. the 'y' in x.y.z. If 3.6.4 were simply released as 3.7 instead of a mid-stream "minor release" then nobody would complain. The problem is that we built up a record of making x.y releases "major". This is what needs fixing. We need to be able to push out semi-major x.y releases more easily, possibly in a fashion with less user irritation than a major release but more than a minor.
