Why? I don't understand...
What about a solution like the pop-ups. Modal windows are implemented, but
blocked for al sites. When a site tries to open a modal window an icon appears
at the bottom of the browser where a user can allow it for the given site (with
options such as: all pages within this server/all pages within this directory
(and subdirs)/just this page).

As I said, at least in Portugal, most homebanking sites use modal windows to
introduce the password, so how to you explain people like my dad that Mozilla is
great but to do homebanking he has to use IE?! He just uses IE and never has a
problem...
