The Mozilla bug was rightly closed as the original reporter was trying to read the values incorrectly from their extension (using getCharPref rather than getComplexValue).
However, you seem to be having a problem where intl.accept_languages is set to the literal value "chrome://global/locale/intl.properties", which is an entirely separate issue. I'm not sure how your config ended up in that state. What extensions do you have installed?
