I can live with that.

By default, the browser.tabs.loadInBackground pref regulates middle clicked
links and diverted windows. Creating the pref
browser.tabs.loadDivertedInBackground allows the user to fine tune whether
diverted windows open in focus - independent of the middle click link pref.
Extensions and power users can easily set this pref.

As for the discoverability problem, I think, for now with this solution, we can
leave browser.tabs.loadInBackground set to true by default. If a user is
willing to go into the options menu (the Advanced section) and change the new
tab options, that user is probably going to notice when a tab is loaded in the
background (its pretty obvious considering we hide the tab bar by default).
This also keeps functionality the same from 1.0PR to 1.0.
