One quick note about the uploading issue: I belive that we must support some
kind of limited-bandwidth upload, it just wouldn't be right otherwise. However,
files should only be "uploadable" when the following is true:
1. The files are still available in the original downloads folder.
-and-
2. The files are listed in the Downloads window.
This would make it easy for users to monitor the files that are being uploaded,
and won't require any major changes in the UI.
