The solution for that is to wait about 2-4 minutes. If upload is non-existant,
then prompt the user that they may need to open up a port in their firewall, and
redirect them to a Mozilla Help page modeled after:
http://userpages.umbc.edu/~hamilton/btclientconfig.html

which should contain a notice that they may need to "contact their network
administrator". that's the best we could do.

Regarding upload... we should offer the ability to throttle, but not turn off,
as the FAQ states, you are tit-for-tat with peers.
