Why should the bug have been resolved a long time ago? It's not affecting most users, not causing systems to crash, deleting data, etc.? At most it's an annoyance with a workaround (and perhaps a plugin).
Indeed, if you read the history of the bug, it wasn't initially clear *how* to fix it. The Add "View as..." option came about after some discussion.
And while it seems simple to fix for a non-programmer, web browsers are complex. There are still a couple of bugs that this bug depends on.
