On Ubuntu Budgie 19.10, the problem disappears when I do not use global-menu-applet.

On Ubuntu Budgie 20.04, no problem at all, even while using global-menu-applet.

So probably something changed in Firefox Ubuntu package regarding menu ( ? ).
