on same box with QA-TEST of 19.04 Lubuntu x86_64 daily & I cannot replicate this bug.
dell [optiplex] 755 (c2d-e8300, 8gb, amd/ati radeon rv610/radeon hd2400 pro/xt)

my firefox tests are somewhat usual: ublock or ghostery, then each display as window, maximized, f11 & fullscreen. I run this most QA-tests, so I did this as normal & didn't have issues (didn't expect any), then went looking for this bug-report (remembering it assuming it was VLC but no firefox that worked today without issue). so re-tested (same session) & no issues.

on initial report, I don't see reference to ublock origin or ghostery; which I use is random so I could have used either. Today I'm using ublock.origin. I will consider a reboot & try with ghostery, but may opt for another check on another day (another daily qa-test)...
