Apologies - I wasn't specific enough, but YES I believe it is an issue with Lubuntu, and tried to file bug with `lubuntu-meta` listed also in my initial `ubuntu-bug` command but it was rejected. I have changed heading.

As a quick test, I had the following already downloaded & on thumb-drive - Xubuntu 19.04 daily ISO dated 14-Feb-2019 02:11:09 in zsync file. I booted that, and could NOT replicate the issue there on the same hardware (using similar procedures I used with Lubuntu QA-test)

I forget what boxes I used that daily with, but doubt it was that dell.
