I am able to reproduce this in firefox 3.6 in Lucid. I don't understand how this can be hard to understand.
Steps to reproduce:
Find a link on a webpage Drag it to open a new tab
Expected:
Firefox focuses the keyboard cursor, and therefore the Page Up/Down keys on the webpage itself so the webpage scrolling can be controlled by keyboard
Actual:
Firefox keeps the keyboard cursor in the address bar
