The most likely reason for that is that MOZ_ENABLE_GIO ends up not being defined. It looks like GIO is only enabled if the --enable-gio configure option is passed in when compiling.... See bug 713802 for why it's not defaulted on. But at least people who are compiling themselves can deal. :(
