In order to proceed, an official representative of FNMT must respond to the items listed in Comment #17.

After the Information Gathering and Verification phase is completed, the request then has to go through the public discussion phase, which is described at https://wiki.mozilla.org/CA:How_to_apply#Public_discussion

Perhaps you can contact FNMT to encourage them to respond?
