To elaborate on comment #27: I suspect the graphics driver are relevant. I
recently replaced my Kyro-based card (Hercules Prophet 4000XT 32 MB TV-out) with
a GeForce2-based card (MX440; 64 MB) and page rendering generally appears to be
faster on some sites and this bug hardly appears anymore. The testcase scrolls
the same at both speeds. A site that used to be notoriously slow and has become
bearable, albeit still a bit slow, is djst's weblog: http://weblogs.mozillazine.org/djst/
That page might still serve as a useful testcase.
