Note that the traditional defaults are:

Mouse wheel: Scroll vertically
Ctrl+wheel: Zoom
Shift+wheel: Pan (scroll horizontally)

Most of the programs that don't follow this tradition either pan when the mouse
is hovering over the horizontal scrollbar (bug 71464) or shamefully don't pan at
all.
