Driving without a driver's license is not a 'little thing they don't like.' It's a big one. The issue isn't whether you are 'too irresponsible to operate a motor vehicle,' it is whether your vision is too impaired, you have too many DUIs, you never learned how to drive, or any other reason why you could be denied a license.
I think it would be fine if the officer didn't arrest her, but rather cited her, then didn't allow her to continue driving. If she were alone, I think the only reasonable thing for the officer to do would be to arrest her.
