Won't block 3.6 on this, and I don't think we want to back-port any change here.
The cursor was removed because the cursor is meant to indicate that the system is busy loading a resource and the user can't interact with it. As others have mentioned, if we can fix our code so that we can understand at what point a user can interact with the loaded content, and only show the "loading" cursor between the point when a new resource is loaded and when the user can interact with it, I'm fine to put it back in.
