I know this is not a solution in any way. Interacting with the actual source of the webpages was not my original aim but I could not work out how to just apply the cursor change on the tab/browser object. And if the cursor setting is set in the element's style attribute then the cursor will not change anyway with this.

For the AJAX page activity I think that should be up to the actual creators of the AJAX page since they may not want the cursor flickering while their scripts load extra parts for display.
