Since the popup/fullscreen feedback problem is really cross-platform, I think backing out bug 481359 is the only sensible solution here. Adding a pref defaulting to "show loading cursor" will only help users that know the pref exists (and do not use fullscreen mode, presumably), which feels like the wrong solution to the flicker issue on OS X.
