This happens to me consistently after closing a tab. Here's what happens:

Close a tab.
Right-click on one of the bookmark toolbar selections.
All of the 'open' selections' (and possibly others) on the menu are gray.
Click anywhere in the field of the current tab.
Right-click on a bookmark toolbar selection.
Menu is fine.

Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9) Gecko/2008060309 Firefox/3.0
Ubuntu 8.04.
