127.0.0.1 - is used for loopback. To connect to [current] network device.
localhost is just a name. through "/etc/hosts" file it converts to
127.0.0.1 (no IP packets use names , only IPs ;)

And the main reason - "HELP of PSM is not working in 'offline' mode" :)
