A very common pattern for me is to open up a bunch of blank tabs and then fire off minor variants of a search in each. E.g. "Mozilla video crash", "Mozillia video segfault", "Mozilla video vanishes".
Making the search fully tab specific would seriously frustrate this totally reasonable use case. At a minimum I'd urge that the tab specific search retain a common _history_ with the other tabs. This way my user pattern would just gain an extra key-press.
