OS X and subsequently Vista solve this feedback problem by having their progress bars visually pulse even if they are remaining still. (which we don't currently pick up since we don't have widget animation yet). But that's the best solution to providing the user with feedback+progress. Just feedback or just progress isn't as good as the combination of both.
