I can't because I'm not an ubuntu developer. All I can do is post .debdiffs and hope that someone will pick them up. I maintain a separate PPA which contains all the fixes, though. Enabling smooth scaling in firefox should be as simple as adding the two lines to your /etc/sources.list and running 'apt-get update && apt-get upgrade':
