I Dont't know where is the Problem anymore. I use the Addon StartupMaster and it works for me. I open the Browser with 80-100 Tabs open and there is ony ONE Dialog for the MasterPassword on Start - nothing more. Don't know, why the Mozilla Team it don't implement in the Core-Application.

StartupMaster is the Solution for the Problem
