This has regressed since bug 337368 got fixed.

Steps to reproduce:
1. In a bugzilla comment field type "spellin".
2. Make sure your cursor is in the word somewhere and hit Shift+F10.

Results:
Context menu appears but doesn't have spelling suggestions in it.

Expected results:
Context menu has spelling suggestions.
