Per comment 19, I looked for other bugs for chu alan's test case and turned up
bug 186696 and bug 183495, but those both seem to focus on the scrollbar paint,
rather than the slowdown. I've made a new bug 222198 for this problem.

I'm adding an attachment to this bug allowing tests for scrolling normal,
fixed, and the above case where fixed elements are too big. Performance tests
for this page follow.
