Based on comment 15, I've downloaded mozilla 1.4a (Mozilla/5.0 (Windows; U;
Windows NT 5.1; en-US; rv:1.4a) Gecko/200304010) and tested the attachment in it
as well as phoenix:

On my system (was Win2k, now WinXP), /both/ Firebird and Navigator have /both/
the slowdown and the scrollbar overpaint. Perhaps this is a windows/linux
difference somewhere in the lower level stuff?
