I have a very much the same trouble with Cyrillic letters. When in Windows, everything is OK. When I use unzip in the console, everything is OK. When I open the archive with file-roller, it shows garbaged encoding.
The problem should be solved if I had a chance to change the encoding in file-roller.
Btw, AFAIK, the issue should concern mainly zips, not 7z or rar - because they have Unicode chars support (or am I wrong here?).
