I've tried Catalyst 9.11 with the same results (slow unminimizing and also slow vlc/totem playback).
The steps i've followed:
* Force xserver-common, xserver-xorg-core and xserver-xorg-core-dbg version from the xserver-no-backfill to the original Ubuntu release
* Uninstall ATI default propietary drivers from Administration -> Hardware Drivers
* Reboot
* I get a black screen with the mouse working but no logging screen. I can switch to the terminal (ctrl + alt + f2) and login but if i change back to xorg, the image gets corrupted and the system hangs
* From the terminal, install Catalyst 9.11: sudo sh ati-driver-installer-9-11-x86.x86_64.run
* Reboot
* Do login, activate compiz and same results as before
