Hello,
fcitx ships data/pyPhrase.org which is not DFSG free, the document in doc/pinyin.txt describe (in Chinese and in GBK encodinga) that this file can only be used in fcitx, which is not DFSG free.

The upcoming upstream major release (4.0) will solve this problem, but older versions should be removed from archive.

Debian BTS has received the following bugs to make sure it is being removed from stable/testing/unstable: 603569 603570 603571.
