For those interested in a work around I was able to get fantastic results with the following:
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory --type list --list-type string --set /apps/panel/global/disabled_applets ['OAFIID:GNOME_FastUserSwitchApplet']
If you've got any custom packages you deploy in your infrastructure you'll be able to put it in a .postinst like I am
This work around was tested on a Hardy Heron 8.04.1 machine with home directories mounting through NFS.
