Have you tried to remove .config/xfce4 and .config/xfce4-session directories and logout/login or restart?
Or go to settings/xfce4 settings manager/removable drives and media/storage checking that the first 2 top boxes are checked?
I don't have such issues after 2 upgrades using different methods.
